Implementing the Charter & Code at HiOA

Recruitment, working conditions and career development for researchers

HiOA is actively supporting the EU programmes for researcher mobility. By signing the Charter & Code, HiOA has committed itself to ensuring transparent recruitment processes and equal treatment of all applicants. The aim is to ensure fair conditions for researchers, with the clear intention to contribute to the advancement of the European Research Area. The GAP-analysis shows that Norwegian legislation and HiOA practice comply with the Charter & Code principles, but our analysis shows that there is room for improvement as defined by action points in the Charter & Code Action Plan, and quality development should thus be a continuous process.

The HiOA Action Plan 2016-2018 gives an overview of the strategies, focus areas, ongoing projects and action points relevant to the Charter & Code. The HR Strategy for Researchers (HRS4R) is a commitment to work on our action points and to implement improvement measures, as well as make systematic self-assessment of progress and results. We aim to update a progress report and publish news on progress and results.

The Charter & Code

The Charter & Code contain 40 recommended principles concerning the responsibilities and obligations of researchers and their employers in relation to four main areas:

  1. Ethical and professional conditions
  2. Recruitment and selection
  3. Working conditions
  4. Research training and career development

The principles specify the roles, responsibilities and entitlements of researchers. They intend to ensure that employers succeed in generating, transferring, sharing and disseminating knowledge and developing technology, as well as ensuring career development and mobility for researchers.

Background for the HiOA HRS4R application

In 2009, the President of the Oslo University College signed a letter of endorsement for Charter & Code. In 2011, the Oslo University College merged with Akershus University College. Oslo and Akershus University College of Applied Sciences (HiOA) was established. Both institutions recognised the importance of the principles of the Charter & Code and consequently both board of directors approved the implementation of the Charter & Code before the merger.

A preliminary GAP analysis to assess the 40 Charter & Code principles using the template for internal analysis provided by the European Commission started in 2012, concluding that there were many areas needed improvement to comply. Gaining a solid understanding of what researchers needed was important. Since then academic positions are published regularly on the EU job portal Euraxess Jobs, and additional functions working with diversity, research support in EU programs, on boarding programs and international recruitment have been added. The focus on mobility in research and internationalisation across all faculties and research centres is increasing. The work on completing the GAP analysis and action plan was accepted for the HRS4R application from the HiOA board of directors in December 2015. In February 2016, the application was sent to the EU commission to implement Charter & Code at HiOA.

On March 16th, 2016 the certification from the EU Commission to use the "HR Excellence in Research" logo was acknowledged. The logo reflects the HiOA commitment to continuously improve the human resource policies in line with the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers, notably the commitment to achieve fair and transparent recruitment and appraisal procedures.

Process

To ensure that the opinions of the researchers were taken into account, a survey was carried out before preparing the Charter & Code Action Plan giving valuable input on areas for improvement. In examining how HiOA is working on the four key areas defined by the principles, the process focus has been to:

a. Identify and prioritise key challenges HiOA faces in each of the main areas.

b. Prepare a list of possible solutions to the challenges.

c. Identify who is responsible for each action point.

d. Establish a time line for when the solutions should be implemented.

A working group was established for the HRS4R application with project managers from HR and our research institutions. A group of stakeholders including the Vice President of Research & Development, the HR Director, professors, junior and senior researchers with mobility experience, academic leaders and trade union representatives has provided information input and commented on the reports. The action points and principles of the Charter & Code have been communicated in forums throughout the institution and acknowledged by senior management as an important part of the strategy for the internationalisation of HiOA.
