State responsibility in connection with urban development agreements
In connection with the ongoing negotiations on urban development agreements for metropolitan areas, Oslo (along with the other four large urban municipalities) requested a "mapping and assessment of the state's responsibilities in relation to urban development agreements, particularly related to monitoring of government planning guidelines for residential land use and transport planning".
The aim of the project is to provide a knowledge base that highlights the central parts of the state's responsibilities in relation to sustainable urban development. It requested a systematic review of various government sectors. Specifically, the question: what tasks are government sectors and agencies, affecting metropolitan areas' ability to achieve the objectives of the SPR for BATP (government planning guidelines for residential land use and transport planning)?
