Zero point survey: Programme for Public Health Promotion
The Norwegian Ministry of Health will, in cooperation with KS, The Institute for Public Health and the Norwegian Health Directorate, establish a programme for health promotion in municipalities. The program lasts for ten years beginning in 2017. The program will facilitate development that will contribute to long-term strengthening of the municipalities' efforts to promote public health and quality of life. Municipalities should, through collaboration with the county, be funded and arrangements are made for the programs to become larger strategic initiatives. The program will help to integrate mental health in local health promotion. Children and teenagers should be priority target groups (Health Directorate, 2016).
The Directorate of Health proclaimed a zero point survey conducted before the initiation of the Programme for Public Health initiated, and this is carried out by research institutes NIBR and NOVA at Oslo and Akershus University College in 2017.
